Type material: Holotype (37.9mm wide x 28.5mm high) deposited at Paris National Museum of Natural History, France with Registration No MNHN-IM-2000-38139.

Diagnosis: The new species is characterized by almost black background and bluish, slightly thick columella and outer lip.
Description: Shell medium-sized (with width range 37.9-38.3mm of collected specimens), slightly thick and turbinate in shape. Spire moderately tall, sutures distinct. Shell height 78.5% of shell width. Body whorl inflated with narrow, weak keel at periphery and ornamented by many irregularly-spaced dots. Apex whitish, spire whorls ornamented by fine, wavy and widely-spaced stripes. Sculpture consists of subsutural band and many curved, closely-spaced radial ribs. Aperture very oblique with external pattern slightly visible within and occupying 69.5% of shell height, 54.5% shell width, outer lip slightly thick, and reflected. Ventral side strongly inflated, umbicus deep and partly covered by columella. Operculum moderately thin, yellowish, corneous, multispiral and strongly concave with central nucleus. Color almost black with white wavy stripes, dark blue aperture, bluish columella and outer lip.

The new species differs from all described species of genus Cyclophorus Montfort, 1810 in black background and bluish, slightly thick columella and outer lip.
Etymology: The new species is named in honor of Pham Ngoc Anh from Vietnam for providing the type material.

Type locality: Tan Lac District, Hoa Binh Province, North Vietnam.
Habitat: under trees, among leaf litter.
