Body small, ovate, obtusely pointed posteriorly. Head short; eyes strongly protruding. Funnel acutely conical; funnel-organ' W-shaped, with wide adnate central segments. Arms short, nearly 2,5 times as long as the body, the dorsal pair shortest, distally attenuate. Suckers small, elevated, without enlargement, but replaced at tips of arms in male by a brush of soft finger-like papillae crowded in about four rows, except on1 right third arm which is but about 75 per cent, as long as its mate and terminates in a small hectocotylus about 10.4 per cent, the length of the arm. Calamus stout, conspicuous; ligula conic, flattened, transversely grooved, with low thick margins. Umbrella webbing arms for rather less than one-third their length, with sector D longest and A and B shortest. Integument generally smooth, with few traces of cirri except an imperfect circlet around each eye-opening. Color in preservation near Wood Brown, with scattered dark spots on dorsum and sides, including a prominent quartet between the eyes, a row of three in front of the head, and a suc¬cession of spots or bands along the arms.
Measurements of holotype: Total length 48, length of body 15, of longest arms (ventral) 35, of R.3rd arm 24, of ligula 2.5, of sector D of web 11 mm.
Type-Locality: 17 fms., off Punta Arena, Baja California; M. Woodbridge Williams, on M. S. "Stranger," 23 Apr. 1937.
Commentary: This is a species obviously akin to the curious O. chierchiae Jatta, differing in its larger size, spotted color pattern, greater specialization of the brush-like tips of the arms, and details of the ligula and surface sculpture. It is a most remarkable little species. The specific name is from the L., penicilli, small brushes, + -fer, bearer.
